We learned on the site that the maintenance of the dowty retarder at the station is very blind, although the Ministry of Railways has issued the "General Technical Standards for dowty retarder" and "Standards for the Use, Management and Maintenance of Retarders) and other industry standards. The station is not clear about these standards, does not understand, does not pay attention to and does not apply, and is not clear about the various repair schedules of the dowty retarder. Therefore, maintenance personnel at some stations only know that dowty retarder is broken and repaired. If it cannot be repaired, it will be thrown away, that is, it will be discarded if it cannot be repaired. There is another situation on the contrary, no matter how many years the dowty retarder has been installed and used, how many thousands of times it has been rolled, it always deals with repairs and makes do with it. In fact, this kind of speed reducer has not met the performance requirements, and it is also a decoration when installed on the rail.
There are some marshalling yard leaders and technicians who are miserable. They want to overhaul the speed reducer and scrap a batch of speed reducers, but they do not approve them when they apply for an overhaul fee to a branch or railway bureau of a higher-level department. The reason is that the dowty retarder has no expiration date and cannot be scrapped, so the dowty retarder had to be repaired.
There are two situations mentioned above: one is blindly scrapping. If you think the station cannot be repaired, you will throw it away. We have seen a lot of broken speed reducers stacked in the maintenance rooms and warehouses of some stations. Some are the entire roof, and some are sliding cylinders. Assembled parts, maintenance personnel told us that it is scrapped, in fact, it is a waste to throw it out before the scrapped period. Another situation is that it cannot be scrapped after the scrapped period, mainly because there is no clear scrapping cycle. The reason for the two cases is one, that is, the Ministry of Railways does not stipulate the scrapping cycle. The first is the problem of the design department. For more than 20 years, the design and technical departments have not provided the Ministry of Railways with the scrapping cycle of the dowty retarder. This work should be carried out quickly. Second, the relevant departments of the Ministry of Railways have not actively organized relevant units to do this. jobs. Therefore, the phenomenon and problems mentioned above cannot be solved by the marshalling station.
